Rental Terms and Conditions

Important

A website enquiry, quote or vehicle request is not a confirmed booking. A reservation is confirmed only when QCR issues written confirmation, receives any required payment and gives reasonable access to the applicable terms.

Current VHSD treatment

QCR applies 12% Vehicle Hire Stamp Duty to the total taxable rental value of each qualifying vehicle-hire agreement. Consistent with the TCI Inland Revenue Department notice dated 23 July 2026, QCR treats the base rental, the mandatory US$20 Required Rental Protection Package and any chargeable additional-driver fee as part of the VHSD taxable rental value. Other optional, variable or post-rental items are taxed only where legally required and are shown separately. This website version applies prospectively and does not retroactively alter previously confirmed rental terms.

Full Rental Terms

Pricing and protection

1. Prices, Tax and Required Protection

  • Prices are quoted in United States dollars. Vehicle Hire Stamp Duty is charged at 12% of the total rental value of each qualifying vehicle-hire agreement.
  • Every vehicle includes a mandatory Required Rental Protection Package at US$20 per Rental Day. As an insurance-related surcharge forming part of the rental consideration, the package is included in the VHSD taxable value and 12% VHSD is shown separately.
  • The package includes the required third-party liability component under QCR’s fleet arrangement and an Included Vehicle Damage Waiver. The first additional Approved Driver is included free. Each further Approved Driver is charged at US$5 per day, capped at US$35 per rental, and 12% VHSD applies to that charge.
  • A child or booster safety seat is US$10 per day, capped at US$70 per rental. Any statutory tax on this optional item is added only where legally required and shown separately.
  • VHSD calculation: taxable rental value × 12%. QCR does not add an undisclosed tax-administration fee. Other optional, variable or post-rental charges are taxed only where legally required and are shown separately in accordance with the current Schedule of Charges and applicable TCI guidance.
  • For a qualifying incident, the renter’s Maximum Renter Responsibility is the lesser of the actual supported qualifying loss or US$1,500. It is not an automatic charge.
  • A standard US$500 card security pre-authorisation is required before vehicle release. It is a temporary hold, not a fee or liability cap, and it is not automatically forfeited.
  • QCR does not add undisclosed airport, environmental, administration, recovery or processing fees. Any approved delivery, collection, parking or other charge must be disclosed and accepted where required under the current Schedule of Charges.
Approved drivers only

2. Driver Requirements

  • The minimum driver age is 25.
  • Each driver must present a full valid driving licence and government-issued photo identification.
  • An international driving permit, translation or local visitor permit may be required depending on the licence and length of stay.
  • Only drivers approved and recorded by QCR may drive. The first additional Approved Driver is included free. Each further Approved Driver is US$5 per day, capped at US$35 per rental, and 12% VHSD applies to that charge.
  • QCR may reasonably decline release where identity, licence, insurance, fraud, safety or payment requirements remain unresolved.
Reservation changes

3. Cancellations, No-Shows and Flight Delays

  • At least 48 hours before collection: no QCR cancellation charge.
  • Within 48 hours: QCR may retain no more than one day’s base rental rate. Unused protection, extras and related tax are not retained.
  • No-show: no collection, no cancellation, no successful contact and no customer contact within four hours after scheduled pickup. The maximum charge is one day’s base rental rate.
  • A disclosed flight delay is not automatically a no-show where accurate flight details and reasonable updates are provided.
Vehicle availability

4. Vehicle Groups and Availability

Reservations normally guarantee a vehicle group or comparable category, not a particular make, model, colour or registration unless QCR confirms it in writing. QCR may provide a comparable vehicle or an upgrade at no additional base rate. A downgrade requires an agreed price adjustment. If no reasonable substitute is available, QCR will refund the unavailable rental service.

Collection requirements

5. Collection, Payment and Documents

  • The renter and any required Cardholder must attend with the required identification and payment card.
  • Payments are currently processed in person. Card-present chip, tap or insert processing is preferred.
  • QCR records masked card details only on the ordinary Rental Agreement. CVV/security codes, PINs, track data and full card images are never retained.
  • The customer should inspect the vehicle with QCR and record pre-existing damage, fuel and mileage before departure. A missed item may be reported within 30 minutes or as soon as safely practical with reliable evidence.
Time and return

6. Rental Period, Extensions and Returns

  • A Rental Day is normally each consecutive 24-hour period from the agreed collection time.
  • There is a 30-minute return grace period. After the grace period, each started late hour is 25% of the daily base rate, capped at one additional Rental Day. Four started late hours or more are charged as one additional Rental Day instead of hourly charges. A full additional Rental Day includes the applicable base rate, one additional US$20 Required Rental Protection Package and 12% VHSD on those taxable rental charges. The former automatic US$50 late fee does not apply.
  • An extension is valid only when QCR confirms availability, revised charges and payment or security arrangements in writing.
  • An approved unattended return is completed when all parking, security, key-drop, photo and notification instructions are completed and documented.
Fuel and vehicle condition

7. Fuel, Mileage and Cleaning

  • Fuel is same-to-same based on the recorded collection level. Missing fuel is charged at reasonable replacement cost plus a US$15 refuelling service fee.
  • Unlimited mileage applies to ordinary authorised use within the authorised rental area, unless the booking states otherwise.
  • Routine washing, ordinary vacuuming, light road dust and reasonable light dry beach sand are included.
  • Excessive standard cleaning: US$75 only where the condition is materially beyond normal turnaround cleaning and supported by evidence.
  • Specialist stain, odour, smoking or vaping treatment: actual reasonable treatment cost, capped at US$250, except that separately supported physical burns or upholstery repair may be charged as repair.
  • Keys and supplied equipment: lost or damaged keys, remotes or equipment are charged at actual supported repair or replacement cost. The former automatic US$500 key penalty does not apply.
Strictly prohibited

8. Permitted and Prohibited Use

Use the vehicle lawfully on roads and suitable access routes. Do not drive on beaches, in seawater, deep or loose sand, unsafe floodwater or unsuitable terrain. Racing, towing, learner driving, overloading, impaired driving, unauthorised commercial use, inter-island transport and use by an unapproved driver are prohibited unless QCR expressly confirms otherwise in writing. Any protection consequence must be connected to the loss caused or materially increased by the prohibited conduct.

Incident reporting

9. Accidents, Damage, Theft and Vandalism

  • Stop safely, assist where necessary and contact emergency services where appropriate.
  • Notify QCR promptly and contact police where required by law, an injury, a third party, theft, vandalism, dispute or unsafe condition.
  • Do not admit liability or privately settle a third-party claim. Collect photographs and information where safe.
  • The US$1,500 maximum applies only to a qualifying incident while the Included Vehicle Damage Waiver remains valid. It includes qualifying damage, directly related reasonable towing or recovery and supported loss of use.
  • Excluded loss is charged only to the extent the excluded act or condition caused, contributed to or materially increased the loss.
Roadside support

10. Roadside Assistance and Breakdowns

QCR coordinates roadside help without a separate coordination fee. QCR pays reasonable costs for a mechanical, electrical, battery, tyre or safety failure not caused by the customer. The customer pays actual supported third-party costs for customer-caused events such as lost keys, wrong fuel, running out of fuel, impact damage or prohibited-use recovery. Where a no-fault breakdown cannot be resolved, QCR will provide a reasonable replacement or refund the unused rental service.

Verified charges only

11. Traffic, Parking and Post-Rental Charges

The customer is responsible for verified traffic or parking violations during the rental. QCR may charge the official amount and a US$20 processing fee only where QCR actually handles the notice. Material post-rental charges must be itemised and supported by photographs, inspection records, invoices, estimates, receipts, authority notices or other reliable evidence. QCR may not impose duplicate, punitive or undisclosed charges.

Data handling

12. Privacy, GPS and Communications

QCR handles identity, payment, rental, incident and location information under the Privacy and Data Handling Notice v1.0. GPS may be used for theft response, roadside help, overdue or unauthorised recovery, a material incident, return verification, severe-weather safety, maintenance or a lawful authority request. QCR does not use GPS for routine personal surveillance or private speeding penalties.

13. Complaints, Refunds and Disputes

Complaints may be made at the branch, by telephone at +1 (649) 946-4510, by WhatsApp at +1 (649) 331-8068 or by email at inquiry@qualitycarrentalltd.com. QCR aims to acknowledge complaints within two Business Days and provide a substantive response within 10 Business Days where reasonably possible. Undisputed funds should be released promptly. The Rental Contract is governed by the laws and courts of the Turks and Caicos Islands.

14. Contract Documents and Priority

The complete Rental Contract is formed from the customer-specific Vehicle Rental Agreement, confirmed booking, approved written amendments, the current approved Master Vehicle Rental Terms, the current approved Schedule of Charges, inspection record and applicable addenda. This website summary and the FAQs explain the service but do not silently override a confirmed customer-specific term. Changes are prospective and are not applied retroactively to an existing rental without lawful agreement.

The document buttons on this page always open the current published controlled copies. A booking confirmation alone does not silently amend or replace the applicable controlled terms.
